Administrator X Window System32 Cmd Exel

I am trying to invoke one executable by putting following line on command prompt. (I know I can directly invoke the exe but let's just say I have no other way to do. Im trying to reinstall windows vista service pack 1. When i boot from disk a command prompt box opens headed - Administrator:X: Windows system32 cmd.exe. If i close the box my computer restarts. I have wiped the hard drive so currently have no acces to an os. A with the accent mark. If anyone knows how to sort this problem it would be greatly appreciated.
